are the accessory brackets ( pwr steering, a/c, smog, etc.) on the front of a 5.0 HO the same for a 94-95 mustang as they are for an 87-93?

No they are not. There are actually quite a few differences between the two.

No as said already But they are interchangable, ie.. if you want to run the 94-95 brackets on the 87-93 or the other way around.
