Slow 5.0

guys I have a problem. A week ago my 86' 5.0 mustang was starting to over heat at idle but would cool down to 190 while I was driving. I'm currently running a 180 thermostat, underdrive pulleys, and a flow cooler water pump.
I first checked the hoses to see if they were pressuring up. Well I had no pressure. So I checked out the cap and thermostat , which came up bad and replaced them. I also decided at this time maybe I should switch back to the factory water pump pulley. This did no good because the ASP underdrive w/p pulley is the same size as the factory. I have assembled everything back and flushed the hell out of the cooling system. Today I was driving it around to see how everything is holding up. Well when I give gas, the temp reading will shoot to 200 and back down to 194 and shoot back up. when I'm at idle the cars temp hovers around 192-194. THis is with a 180 thermostat. The only two things I havent replace is the fan clutch and radiator. Both are about 10 years old and the radiator, when I had it out of the car and cleaning that off, I had some fins desintegrate with the hose. Now the fan clutch, is not free moving and feels like it has some taughtness in it. I have also checked for leaks from loose hoses to antifreeze in the oil.
What should be my next move, I'm out of ideas?
Change out fan clutch? Change out radiator to a new one, maybe a 3 row? Is using the 93' cobra water pump pulley worth getting?
